Drinking Water Quality Assurance Rules and Acceptable Solutions

The Taumata Arowai Drinking Water Quality Assurance Rules provide a regulatory framework for centralised water treatment solutions, ensuring consistent and high-quality drinking water across New Zealand. These rules protect public health by setting stringent standards for water quality, treatment processes, and monitoring. The rules apply to all water supplies, ensuring providers meet rigorous standards to deliver safe drinking water.

The Acceptable Solutions offer guidelines for decentralised end-point (point-of-entry) treatment systems, catering to individual properties and smaller communities. The Acceptable Solutions provide a structed water treatment solution, ensuring all water suppliers can meet safety standards without the complexity of centralised systems. Each Acceptable Solution has distinct water quality sampling requirements tailored to their specific water source and treatment approaches, emphasizing the need for regular monitoring and compliance.

Understanding the requirements helps water supply operators ensure compliance and maintain safe drinking water, whether through centralised or decentralised systems.

Most New Zealanders don't know what's in their drinking water. Drinking contaminated water can make you and your community very unwell, with risks including giardia and other harmful pathogens. Starting in July 2025, new government legislation will require anyone responsible for a water supply to prove that their water is safe to drink.

My Water Sampling Box makes this easy with three simple steps: TestSend, and Know.

2.2(a)(MR-Pre)

Details:

The drinking water supplier must test the source water for a range of parameters to ensure the safety of the water but also to determine the suitability for cartridge filtration and UV disinfection.
Samples must represent a range of different environmental conditions such as heavy rainfall and dry periods to ensure that treatment is suitable when water quality is most likely to be at its worst.

Sample collection point:

Samples must be collected at the source abstraction point or treatment plant (prior to treatment) for surface or groundwater supplies.

The longer interval tests include all the determinants from shorter interval tests. For instance, an annual test will include the 6-monthly, 3-monthly, and monthly determinants, as applicable.

Post treatment, leaving end-point treatment system

Rules:

SB5

Details:

Water samples must be collected from the treated water leaving at least one end-point (point of use) treatment system once every 3 months for:

  • Turbidity
  • E.coli and Total Coliforms

Sample collection point:

Post treatment, water leaving an end point-treatment system. The drinking water supplier is responsible for determining the sampling schedule and locations to be sampled from (e.g., rotating the properties to be sampled from). Samples must be geographically representative of the supply.
